STRUCTURE AND POLICY - GENERAL

 

 The dues and fees detailed in this paper have been approved at the Annual Meeting held January 31, 2008. The policies detailed have been approved by Management.

 DEFINITIONS
1. The YEAR – The By-Laws state that the fiscal year commences on 01 November and terminates 31 October. The same date applies both the Boating Year and the Membership Year. 
2. The JOINING FEE – in the amount of $1500.00. $500.00 is payable with a persons application to join as a Senior Member with the remaining $500.00 payable at the start of the second and third year of membership. The joining fee will be invoiced the first week of November with the Senior Dues.
3. The SENIOR DUES – in the amount of $354.00 are payable annually within 30 days of the date shown on the invoice. This due is normally invoiced within the first week of November.
4. The SENIOR LATE PAY CHARGE if the Senior dues are NOT paid within 30 days of being invoiced, a late payment charge of $50.00 will be assessed.
5. The BOATING FEE – is a fee assessed against every boat registered in the club, the amount being the result of boat length TIMES boat width TIMES $1.95 per square foot. The minimum fee is $380.00. The boating fee will be invoiced the first week of February.
6. The MARINA FEE AND SURCHARGE – is an annual fee of $635.00, plus $5.05 per foot of boat length. For example: the fee for a boat 36’ LOD would be $635.00 plus (36 x 5.05) $181.80 for a total of $816.80 plus tax. The marina fee and surcharge will be invoiced the first week of February. 
7. The TENDER SERVICE/SUMMER STORAGE/MISC FEES – is an annual fee in the amount of $225.00 assessed to every boat owner who is not occupying a marina. The tender service/summer storage will be invoiced the first week of February.
8. The MOORING LEASE FEE – subject to availability, the club may lease a mooring to a member at a cost of $230.00 per season. For a private mooring, the cost to install and maintain is the responsibility of the member. The location of any such mooring will be dictated by DYC Management. The mooring lease fee will be invoiced the first week of February. 
9. CYA/NSYA/DYC Training Fund – is an annual amount assessed each Senior Member owning a boat. It is designed to promote boating and yachting training as well as membership in the Canadian Yachting Association and the benefits associated with being a member of that organization. The cost is $24.00 per year and is not subject to tax.
10. CORPORATE MEMBERSHIP – is a classification of membership to accommodate companies and businesses doing business in Nova Scotia . An administrative fee of $600.00 is charged to the Corporation initially and for each named person of that Corporation an annual fee of $60.00.
11. ELECTRICAL CHARGES 
a. $65.00 plus $130.00 for dedicated 30 amp power on the marina 
b. $65.00 for common power assesed to all DYC boats.
c. Winter Power both on the marina and on land will be charged based on the new Winter Power Policy from 15 Nov to 15 Mar. 
12. MARINA RENTAL – is a daily amount assessed against any boat occupying a vacant marina. Daily rental for members is $22.00 per day and for visiting yachts, $37.00 per day up to 35 ft, vessels longer than 35 ft are charged $1.00/per ft. For members renting, the rent will not exceed the marina fee and surcharge for the marina that is being occupied. For visiting yachts providing proof of membership in a yacht club, the first 24 hours there will be no charge. Three week maximum. Members owning two boats, paying a marina fee for one, will be charged a marina rental for the second boat if that boat is on the marina system. Likewise, a member paying only a Tender Service fee occupies a marina, a daily marina rental will be charged.
13. STORAGE SHED CHARGE – is a charge levied against any member having obtained permission to erect a shed to house a boat for either winter storage or for construction. The cost is $325.00 per winter of which $100.00 will be refunded when the house is taken down, the area cleaned, and the house made ready to be moved on a cradle or trailer. All sheds must be down not later than 1 June or the $100.00 refundable portion will be forfeited.
14. MOORING RENTAL – is a daily $16.00 assessed against any boat occupying a club mooring. The daily rate will include tender service (when operational). For first time visiting yachts, there is no charge for the first two days. Three weeks max stay.
15. CREW/SOCIAL MEMBER DUES – is an annual assessment in the amount of $120.00 payable not more than 30 days from being invoiced.
16. OUTPORT DUES – is an annual assessment in the amount of $25.00 paid 30 days from being invoiced. Outport dues will be applicable to former senior members now residing outside of Nova Scotia . 
17. NON MEMBER FEES are fees applicable to non-members associated with the launching/hauling/storing of non-member, pleasure craft only boats. Fees are as follows:
                         USE OF THE MARINA TRAVEL LIFT 
                         a.
Haul/Launch $13.00 per foot LOA (remain in slings)
                         b. Haul or Launch (one way only) $13.00 per foot LOA
                         c. Daily land storage (3 week max) $10.00 per day
                         d. Rental of jack stands $20.00 each per day, max $100.00 each for season
                         e. Use of power washer $25.00 per use

NON MEMBER WINTER STORAGE (15 OCTOBER TO 15 MAY)
 
                    (1) ON LAND
                         a. Haul and Launch $26.00 per foot LOA
                         b. On land storage $2.10 per sq foot (length x beam)
                         c. Use of jack stands $100.00 each
                         d. Refundable deposit $265.00 provided the boat leaves by 15 May
                         e. Daily land use $27.00 per day after 15 May
                    (2) IN WATER 
                         a. Winter Marina space $2.10 per sq foot (length x beam) 
                         b. Refundable Deposit $265.00 provided the boat leaves by 15 May

PUMP OUT STATION
The charge to non-members for the use of the pump out system is $15.00 to pump a holding tank. There is no charge to members for this service.

INSURANCE 
Proof of Third Party Liability insurance must be provided to the Manager for retention on the member’s personal file or the non-member’s application for services. No boat will be launch, hauled, or stored unless such proof is on file. The minimum amount of liability insurance is ONE MILLION DOLLARS .

PARKING FINE 
Following a one time warning notice, placed on the windshield of the offending vehicle, a fine will be levied against all those parking (including service vehicles) in the Loading and Unloading designated area, handicap area, and when exceeding 15 minutes at the marina head. This will take form as a HRM ticket. 

ASSESSMENTS AND REFUNDS
Upon joining, each new Senior member will pay the following:
a. Joining Fee
b. Senior dues
c. Boating Fee
d. Marina fee/Marina Surcharge OR
e. Tender Service/Summer Storage
f. Mooring lease – if requested
g. CYA/NSYA/DYC training fee

Senior Members – Annually
         a.
Senior Dues and CYA/NSYA/DYC Training  Fund (Due by 1 December)
         b. Boating Fee, Marina Fee/Surcharge/Tender Service/Mooring Lease (Due by 15 April.)
To maintain a position on the Marina or Marina Wait list, all dues and fees must be remitted by the posted deadlines. Any member falling in arrears will have their name removed from the marina wait list. Likewise, a member having been assigned a marina space, but failing to meet their financial obligations will be removed from the marina list and their seniority on the wait list will be the date that the outstanding amount has been paid.

 SENIOR MEMBERS
Termination of membership in the Dartmouth Yacht Club must be made in writing. Likewise the sale or disposal of a boat must be made known to the club, in writing. There is NO REBATE or REDUCTION in the Senior dues regardless of the date that membership is terminated.
There is NO REBATE or REDUCTION in Marina Fee or Tender Services regardless of the date that either is initially occupied or vacated.

BOATING FEE REBATES:
        a.  Boats leaving between 30 Apr - 31 October - No Pro-rating.
        b.  Boats leaving 1 November - 30 April, May request rebate of 1/12of boating fee for each full month not used.


FUEL REBATE
Senior members may claim a 10-cent per liter rebate on fuel purchased at the club’s fuelling facility. A receipt is required, and will be issued by the gas dock attendant, your membership card being used as the recording imprint device. It is the member’s responsibility to obtain a receipt for rebate. Rebate is credited to the following years dues and fees.

CREW/SOCIAL AND OUTPORT MEMBERS 
There is NO REBATE or REDUCTION in the annual dues. 

PAYMENT OF ARREARS. 
The By-Laws of the club state that any monies received will first be credited to arrears before the current debt is paid.There will be a 2% per month (24% per annum) interest charged on all accounts out- standing for more than 30 days.

BOATING FEE 
The Boating Fee includes the spring launch, fall haul out, and two lifts in-between, a lift being defined as loading the travelift slings with your boat and then unloading it.  It also includes use of such club facilities as the power washer, spar crane, cradle storage, mast storage, service dock use (4 hr max), wet or dry storage for the period 1 November through to 30 April.  There is no reduction in the boating fee if any one or more of the services offered by the club is not utilized. 

WINTER STORAGE ON THE MARINA 
Begins 1 November and end 15 May. Period before 1 November and after 15 May will be subject to marina rental if that member does not already have a marina assigned or is on the marina wait list and has paid the appropriate marina fees.
